ISO9001: 2000 presented to CE(E) ND

The Chief Engineer(E), New Delhi was presented the ISO 9001:2000 certification in a function held at Sanchar Bhawan, New Delhi on 18.09.2002. The certificate was presented by Dr. S.L. Sarnot, Director General, STQC Directorate, Ministry of communications & IT, Govt. of India, ND to Sh. V.P. Gupta, CE(E) New Delhi, in the presence of Sh. Prithipal Singh, CMD BSNL and the board of directors.

Sh V P Gupta welcomed all dignitaries. In his welcome address Sh V P Gupta expressed his gratefulness to Sh Prithipal Singh, CMD, BSNL for being present on the occassion and being a constant source of inspiration. He expressed his gratefulness to Dr. S.L. Sarnot, DG, STQC for agreeing to present the ISO 9001:2000 certificate of registration. He extended a hearty welcome to all.
Sh V P Gupta acknowledged the hard work done by the STQC assessment team and the pain taken by them in completing the preliminary and final assessment in a very cordial and team spirit manner.
Sh V P Gupta then explained about how the journey for establishing and maintaining Quality Management System as per the requirement of ISO 9001 started with two days training at ALTTC Ghaziabad on 10th and 11th Sep 2001. Sh R C Aggarwal, the then CGM motivated and guided us for implementing the ISO 9001:2000. Quality Policy, Quality Objectives, Procedures Manual, Work Instructions and Check lists were prepared by the month of Feb 2002 (11.2.2002) by involving officers and staff at all levels through monthly management meetings and Quarterly Open sessions.
MIS reports, Customer (SSA/ Admn unit offices) feedback reports, Internal Quality Audit System, meetings with suppliers and their assessment reports for continual improvement were introduced.
Application for certificate of registration to STQC Directorate alongwith Quality Manual and other documents was submitted in March-2002 (18.03.2002). On the basis of feed back given by officers and staff, comments given by STQC Directorate in April-2002 (23.04.2002) on our documents and preliminary assessment by Dr. A. Mathur from STQC in June-2002 (14.06.2002), the Quality Manual, Procedure Manual, Work Instruction Manual in July-2002( 1.07.2002) were updated.
Our field units and sites scattered in Delhi and Haryana were visited by STQC team of assessors for their final assessment during 3rd week of August 2002 for 9 man-days (from 19.08.2002 to 21.08.2002). They gave their assessment report with 20 minor non-conformances. Corrective and preventive action plan on these non-conformances was submitted (on 03.09.2002) in the first week of September-2002.
Sh V P Gupta said that he was sure that with the implementation of ISO 9001 : 2000 system, we shall be able to continuously improve our processes for providing reliable Electro-Mechanical Services with Quality, Speed, Economy , Energy conservation and System Optimization to all our customers as per our quality policy.
Sh V P Gupta appreciated that accreditation by ISO 9001:2000 will definitely improve the power quality to Telephone Exchanges resulting in minimum breakdowns and improvement in the quality of services to the BSNL customers.
In the end, He expressed his appreciation of the sincere efforts and hard work done by staff and officers of his unit in implementation of ISO 9001 : 2000.

CMD BSNL, Sh Prithipal Singh appreciated the efforts made by CE(E) ND, the first field unit of BSNL in implementing the ISO 9001:2000 Quality Management System, after ALTTC Ghaziabad and said that "it is a moment of joy, we are proud that one of our units is getting ISO 9001:2000 certification".
Sr DDG(E), Sh B V Ramnamurthy particularly lauded the efforts made by the CE(E) unit, New Delhi in getting the certification in a very short time. He said that
"This is a red letter day in the history of BSNL and a
result of full time participation of dedicated personnel group.
This (certification) has vindicated the ability of our discipline"
DG, STQC, Dr S L Sarnot said that "the ISO 9001:2000 system is one of the best Quality Management System. It revolves around 8 quality management principles accepted worldwide. It is neither merely a simple documentation nor a commercial certificate, it is rather a corporate religion.This kind of certification is critical and important in the competitive world today."
CEO (STQC), Sh K C Chhabra said that "commitment and leadership were clearly evident during the assessment."
CGM(NTR), Sh A K Chaturvedi said 'CE(E) BSNL is the first NTR unit to acquire this certification thus (becoming) a properly documented team.'

Indian Express New Delhi dt. 20.9.02 reports that "CE(E) BSNL New Delhi has established and maintains quality management system which complies with the requirements of ISO 9001:2000. The certificate of registration to CE(E), Electrical zone, New Delhi headed by Sh V P Gupta, a unit of CGM(NTR) ND was presented by Dr S L Sarnot DG, STQC directorate, Ministry of Telecommunication and IT."
Times of India Mumbai dt. 27.9.02 reports that "The electrical division of the BSNL Northern Telecom Reion has received the ISO 9001:2000 certification. This becomes the first field unit of the BSNL to implement the ISO 9001:2000 system. The CE(E). northern zone, BSNL received the certificate of registration from Dr S L Sarnot, director general STQC, Ministry of Telecommunication and IT. BSNL Chairman cum Managing Director, Mr Prithipal Singh and other board members were present on the occassion. Mr Singh said, this certificate reflects our constant endeavour to create telecom infrastructure which will deliver better connectivity and service to our customers."
